Small Vessel Operator Proficiency (SVOP)

The Small Vessel Operator Proficiency (SVOP) course provides successful participants with the certificate required by Transport
Canada to operate small commercial vessels. All commercially registered vessels operating in Canada are required by Transport
Canada to carry a licensed Master or Skipper.

SVOP provides basic theoretic knowledge to operators of small commercial power-driven vessels less than five gross tonnage or fishing vessels less than 15 gross tonnage. In addition to the SVOP certificate, the vessel operator must also hold valid Small Domestic Vessel-Basic Safety (SDV-BS, formerly MED A3) and ROC-M certificates.

The SVOP certificate is required to operate the following small commercial vessels:

  • work boats such as water taxis, law enforcement, cargo boats, sport-fishing boats, charter boats, crew boats, and whale-watching boats that are five gross tons or less and operate in Near Coastal 2 and Sheltered Waters;
  • commercial fishing vessels that are 15 gross tons or less and operate in Near Coastal 2 and Sheltered Waters.

$665 plus HST (includes a manual, 26 hours of in-class instruction and certification). Students will be provided with charts, parallel rules and dividers for the practical chart work section of the course.

To provide participants with:
  • a basic understanding of the hazards associated with the marine environment and their own vessel and the prevention of shipboard incidents;
  • the knowledge and skills necessary to safely operate a small non-pleasure vessel in near coastal and sheltered waters under normal operating conditions, including darkness and restricted visibility;
  • additional knowledge on aids to navigation and seamanship to supplement individual experience.
